Technical Intern Training Program (TITP) Guide
Japan's Technical Intern Training Program (技能実習 / TITP) allows workers from developing countries to learn skills in Japanese workplaces. The program is being reformed and will transition to a new "Ikusei Shuro" (育成就労) system. Understanding your rights as an intern and the available transition paths is important for planning your time in Japan.
| Phase | Duration | Key Activity |
|---|---|---|
| TITP Phase 1 | 1 year | Basic skills training |
| TITP Phase 2 | 2 years | Skills application |
| TITP Phase 3 | 2 years (separate application) | Advanced skills |
| Transition to SSW | After completing Phase 2+ | Can apply for SSW Type 1 |
How the Program Works
Interns are accepted through "supervising organizations" (監理団体) in Japan that partner with "sending organizations" in the home country. The training plan is pre-approved, and the intern works at a designated company learning specific skills.
Your Rights as a Trainee
- You are protected by Japanese labor law (minimum wage, overtime pay, days off)
- Your passport and Residence Card belong to you — no one may confiscate them
- You can contact OTIT (Organization for Technical Intern Training) for help: 0120-250-168
- Workplace harassment and forced labor are illegal
Transitioning to SSW
After completing TITP Phase 2 (3 years), you can apply for SSW Type 1 in the same sector without taking the skills test or Japanese language test. This allows up to 5 more years in Japan.
Q: Can I change employers during the program?
Under the current TITP system, changing employers is very restricted. However, the upcoming Ikusei Shuro system (expected 2027) will allow employer transfers under certain conditions.
Q: What should I do if I experience problems at work?
Contact OTIT's helpline (0120-250-168, multilingual). You can also reach out to local labor standards offices or the Yorisoi Hotline (0120-279-338) for support.
