Resident Registration in Shinjuku — A Guide for Foreign Residents

Moving to Shinjuku? One of the first things you need to do is register your address at the Shinjuku City Office. This process, known as tenshutsu-todoke (転入届), is required by law within 14 days of moving in. Shinjuku has one of the largest foreign resident populations in Tokyo, and the city office is well-equipped to assist non-Japanese speakers.

Step 1: Gather Your Documents

Before visiting the city office, make sure you have your Residence Card (在留カード) and Passport. If you are moving with family members, bring their documents as well.

Step 2: Visit Shinjuku City Office

Head to the Resident Registration Counter on the 1st floor. The office is located at 1-4-1 Kabukicho, Shinjuku-ku, Tokyo. The Shinjuku Foreign Residents Advisory Corner on the 4th floor offers free consultation in multiple languages if you need help.

Step 3: Fill Out the Moving-in Notification

Complete the Moving-in Notification Form (転入届). Staff can assist you if you have difficulty reading Japanese. English forms may be available upon request.

Step 4: Submit and Receive Updated Residence Card

Submit your form along with your Residence Card and Passport. Your new address will be printed on the back of your Residence Card. Keep this updated card safe — you are required to carry it at all times.

Step 5: Complete Related Registrations

After registering your address, you should also enroll in National Health Insurance and the National Pension system at the same visit.
